The new platform NDSWEB (National Drug Control System) for management of controlled substances is being implemented.
Developed in collaboration with INFARMED, I.P., it aims to harmonize the management of controlled substances at national and international levels.
This new platform will replace the current submission process carried out through the Licenciamento + portal for the issuance of import and export certificates for controlled substances, ensuring improved efficiency, enhanced traceability, and closer alignment with European and United Nations best practices.
Under NDSWEB, electronic certificates will be issued in a newly updated format, which includes a QR code allowing authentication verification and confirmation of the authorization status.
From April 22nd, a 10-day migration period was initiated. As of May 8th, all requests for the issuance of certificates must be submitted exclusively via the NDSWEB platform. Companies handling controlled substances will need to ensure a timely and smooth transition to the NDSWEB platform, including familiarization with the new submission workflow and certificate format. Making early preparation is essential to avoid delays or compliance risks during the transition period.
For a detailed overview of NDSWEB and step-by-step guidance, stakeholders are encouraged to consult the various published guides, under the NDSWEB tab on the INFARMED website: https://www.infarmed.pt/web/infarmed/substancias-controladas.
